Protect the Clean Water, Land and Legacy Amendment
by Dave Dempsey, Conservation MinnesotaIn its eighth annual analysis of the Governor’s proposed budget for conservation and the environment, released Monday, Conservation Minnesota has identified three major proposed cuts that appear to conflict with the Clean Water, Land and Legacy Amendment approved by voters last November. The Amendment says the new funds it generates “must supplement traditional sources of funding for these purposes and may not be used as a substitute.”
Specific cuts proposed by the Governor in existing general fund support that may be ‘backfilled’ by new Amendment dollars:
o A 100% reduction in the ongoing general funds for the DNR’s division of Fish and Wildlife;
o A 40% cut to the Clean Water Partnership grants program;
o A 10% reduction in general fund support for Metro Parks.
