Although Minnesota is a national leader in recycling rates, 11 states have something we don’t — a statewide deposit on some plastic, glass and aluminum beverage containers. States that do have return rates as high as 97% and roadside litter reduction as high as 30-40%. Bills in the Minnesota Legislature would create a deposit system here.
