Water Planning and Legacy Amendment funding
by Dave Dempsey, Conservation MinnesotaIn an analysis posted on the Conservation Minnesota website today, John Helland raises questions about proposed water planning provisions of the Legacy Amendment funding bill now rolling through the Minnesota House committee process. He notes much of the proposed “work requirements are already being done by state agencies as part of existing statutory mandates.” In a previous post he looked at a proposal to require 5% set-asides for conservation easement purchases of recreational land.

John Helland’s questions on the proposed water planning provisions are indeed needed. We are a cautious people in Minnesota that are quick to plan but very indecisive on action. We are also very demanding to receive reports, but do not scrutinize possible reasonable outcomes. These are the characteristics of a process whose participants are reluctant to compromise. In fact, if an outcome is understood, that is secondary to allow someone to choose their best option to get there. It is based within Minnesota Nice which includes scolding with a polite nod.
